What Does a Cloud Icon With a Slash Mean on Google Photos
A cloud with a slash indicates that the image is not backed up to Google Photos.
Step 1: Tap on your account icon at the top right corner. Select Turn on Backup.
Note: If you see the ‘Backing up to a different account’ message – tap on it, and turn off the toggle for Backup. This disables future backups for the mentioned account – but won’t delete any uploaded photos.
Step 2: Select the quality, and if needed turn on the toggle that lets you backup photos using mobile data.
You can always change the quality of the Google Photos backup in settings.
You may still see the cloud icon with a slash under certain folders. Go to the Library tab, open the folder, and turn on Backup for it.

What Does a Cloud With a Check Mark or Cloud With an Arrow Pointing Upwards Mean
Photos and videos that have been backed up show a cloud icon with a checkmark. A cloud icon with an arrow pointing upwards indicates that your media is waiting to be backed up.
When your phone connects to Wi-Fi or mobile data, the app will upload photos and videos and hide the cloud icon with an arrow pointing up.
You can tap on your account picture at the top right and check the number of items left to be backed up.
To enable uploads with mobile data, go to Google Photos Settings > Backup, and turn on the toggles for uploading media with mobile data.
